Position Summary The Scrum Master is responsible for guiding and supporting SAFe Agile delivery teams in the successful execution of a federal contract. With a minimum of five years of Scrum Master experience, this role partners closely with Product Owners, engineers, and government stakeholders to ensure alignment on priorities, effective backlog management, and timely delivery of high-quality solutions. The Scrum Master facilitates Agile ceremonies, removes impediments, manages cross-team dependencies, and promotes transparency and accountability. This role also plays a key part in fostering a culture of continuous improvement, Agile maturity, and compliance with federal processes, security requirements, and reporting standards.

Key Responsibilities

  • Serve as Scrum Master for two Agile teams within a SAFe Agile Release Train (ART), ensuring alignment with SAFe principles and federal contract requirements
  • Facilitate SAFe and team-level ceremonies including iteration planning, daily stand-ups, backlog refinement, iteration reviews, retrospectives, and System Demos
  • Partner with Product Owners, Product Management, and Release Train Engineers (RTEs) to support PI Planning, iteration execution, and dependency management
  • Identify, track, and help resolve risks, impediments, and cross-team dependencies, escalating as needed through the ART
  • Coach teams on Agile and SAFe best practices, fostering continuous improvement and increasing team maturity and performance
  • Support PI Objectives development, commitment tracking, and progress reporting throughout the Program Increment
  • Monitor and report Agile metrics such as velocity, predictability, capacity, and flow metrics to leadership and federal stakeholders
  • Ensure transparency and compliance with federal governance, documentation, and security requirements while maintaining Agile delivery principles
  • Collaborate with stakeholders and government partners to ensure shared understanding of priorities, scope, and delivery expectations
  • Promote a culture of collaboration, accountability, and continuous learning across the ART
  • Maintain team capacity and time off for planning purposes

Required Qualifications

  • Bachelor’s degree in computer science, Software Engineering, Information Systems, or a related field or experience
  • 5+ years’ experience as a Scrum Master
  • Must be a U.S. Citizen
  • Efficient with Atlassian tools such as JIRA and Confluence
  • Strong facilitation and communication skills, with the ability to engage technical and non-technical stakeholders
  • Ability to work collaboratively with business representatives, SMEs, technical teams, and project managers on development projects during all phases of the software development life cycle.
  • Ability to work both independently and in a team environment.
  • Must be a self-starter, detail-oriented and have excellent organizational skills.
  • Strong presentation skills and client presence.
  • Ability to analyze and think quickly to resolve conflict
  • Outstanding communication, facilitation, negotiation, and coaching skills.
  • Strong written and verbal skills and ability to communicate with both technical and non-technical audiences.
  • Ability to be on camera daily to support remote work and collaboration

Preferred Qualifications

  • Certified Scrum Master (CSM) or equivalent Agile certification (e.g., PSM, SAFe Scrum Master)
  • Experience supporting federal government contracts, preferably within HHS, CMS, or similar agencies

Travel Expectations

  • Position may require domestic travel within the United States on an annual to quarterly basis, depending on contract requirements.
